The ruler decided to take a walk around his city. Suddenly he sees a wise man sitting with a sign: "I give good advice," and a line forms in front of him. People approach him one after another and leave satisfied. "Perhaps I will ask too," thinks the ruler. It is his turn, and he asks: - What should I give the people in the new year so that everyone is happy? - Remove the current government, - the wise man answers. - But nothing will change, - says the ruler, - others will come, just as stupid as the previous ones. - Nothing will change, - agrees the wise man, - but the people will be happy. Since childhood, people get used to being happy about a new gift, even if it is useless.

Okay so yes this is a pretty good game. It deserves a thumbs up and probably deserves more attention. For a smaller game like this it actually does a lot well. In fact it does far more good then it does bad. It might be a bit overpriced, it’s graphics might not be the best, and it might have a few issues with camera movements, controls and a few other tidbits. But overall I really liked the game. The city builder functionality itself was well designed and engaging. It’s fun and interesting but then it has the grand strategy portion of the game which is really well designed too. You can go into the world map and not only invade other nations or engage in diplomacy with them but you can also build emplacements and defenses on captured provinces or other improvements to help with like morale of the people you conquered or acquiring more resources of a rare resource found only in that province. With large troop movements including air and sea, interesting diplomacy and even the ability to fully customize your flag, your name, what kind of government you want to run and I could keep going. I think there’s a lot of depth here with a lot of good gameplay and it’s a really interesting idea. Overall I think it’s pretty damn good and I was enjoying it. It needs a bit of polishing up but afterwords I think it’d be a great game. So yeah I definitely recommend giving it a try. But if you’d like a more in-depth look then feel free to check out the review on my YouTube Channel (link below). https://www.youtube.com/watch?v=lJPn-0gFMNE Otherwise, thanks so much for reading and I hope I managed to help some of you out there spend your money wisely.

I will say, this is one of those games that takes about 6 hours to do the tutorials and another 5 to 6 hours to get into combat once that's done, so 12 HOURS to get to the real 'playing the game' if you see reviews under that, they other have zero patience, can't get the game to work and are taking it out on the game, or don't know what they're talking about. Up to you to figure out which is which. Any review over 15+ hours, at least has seen real combat and you can make your choice over an actual review, instead of 'my drivers were bad, I refunded it and the devs are Satan because my PC isn't up to date, REEEEE!!!!' Played the game a decent amount over the past weeks (early access of course, and stating I got the game for free) but I see what the game has done and how far it's come over the last months, heck the last weeks have seen vast improvements. The devs are also EXTREMELY active on discord and taking all suggestions and correction-requests seriously. That's a great sign, if they didn't care they'd have just launched the game and walked away. The comparisons to Anno are going to hit no matter what they do, however unlike the Anno series, you don't have the devs pushing another off stream launcher into your face. (That's a PRO) The devs also haven't infested their game with Denovo, (That's a PRO) The game has a ton of building, but has taken the approach of 'it doesn't need to be murderous to get there.' (That's a Pro) Like anything this complex, you can easily turn it on, and get into, but after 4 to 6 hours in a game, that's when the real complexity starts to show, THEN you can start losing or winning. (That's a PRO) I will say this is one of those games, that if you're on the fence, find whatever streamer/youtuber you like that reviews it and watch, if you find yourself saying 'man, I'd love to really do this myself' then you know you'll like the game. If you get bored as the combat against other nations starts, then you probably should skip it. It's too big, vast and complex to be able to know if you'll like it in 2 hours before you can refund. That's why many game reviewers and critics exist. It's better than getting the game, complaining, writing a bad review and refunding it. After all, not every game is made for every gamer. This game is made for folks that look at games like Factorio, Dyson Sphere and Captain of Industry and say 'Man, I wish the combat was a bit more complex and I could take over the earth!' THEN you've found your game, if not, it's most likely not for you. If you do get the game, and enjoy it, remember, reviews like this and others can make and break an indie house. Many of us are so quick to judge a game and complain or write a bad review. Be a force of good in the indie market, if you like a game, no matter who makes it, write a nice review. If you dislike it, but it doesn't seem like a scam/asset-flip/lie then just refund it and move on, writing a bad review for a game you refunded, I mean what's the point, you lost nothing. If they aren't doing one of those 3 bad moves (and they aren't) why would you negative review a game you didn't lose any money on? Do whatever you think is right, I know folks will say 'well you got the game for free, you're biased!' and that's why I'm openly stating I got the game for free every time I stream it, Youtube it, or write for it. So I can show that I am biased to a degree. However the game play is solid, and I firmly found myself falling into the 'just one more fix, one more chain, one more turn!' that is a GREAT sign for a game. Don't let folks that played less than 2 hours dissuade you, they haven't even finished the tutorials yet, they aren't the metric you want. Sort by (20+ hours or something) read what THOSE folks are saying, good or bad, and make up your own mind. Suggestions for players that complete all 3 tutorials, THEN watch that vid, before then it might be confusing. I put the link this far down because, just like this game, it takes a little effort to find it. You have to expand the comments, and the game takes a good amount of hours and intelligence to get going 'aka a slow burn game'. https://youtu.be/bo0EA5Gvd08 I will be covering this series a bit the next few weeks and months, so if there's something broken or awesome, I intend to find it and cover it. I WANT MORE games that have 100+ resources, the field of games that has that many is, I think, under 50 games IN TOTAL. I want hundreds, there's room in the space for more! I hope the game will last tons of years and release DLCs and Kaiserpunk 2 eventually, wanna know why? I want something that competes against the ANNO series but doesn't treat me like a criminal because I own a PC, and Denovo does that. Kaiserpunk DOESN'T have Denovo in it, aka the Devs respect us more than the folks that control Anno. Want a fair brutal comparison, THAT is one that has to be stated.

Brief review to counter the many less than 2 hour reviews. I usually wait until 50 hours or more to review but I want to give this game a boost because I fear people are being unfair right now. This game is a quality city builder with some grand strategy map play to give you more of a reason to build an efficient city. I am pretty sure nobody who just started today has reached the later part of the game in full, left alone figured out all of the nuances of it. The city builder is nice, nothing super unique but well done. The supply chains are solid and allow for some interesting partitioning of industrial sections into some sweet looking industrial districts if you plan ahead. In that city building area, due to the need of the grand campaign, one difference is that there is a need for a full military industrial product chain that you then move out into the world campaign map, using your city infrastructure to feed your world map army. This is a small dev team. Brief internet explorations says around 11 people, 3 being brothers? Please go into this game with that in mind. It isn't a AAA game (although honestly I tend to avoid AAA games, as pretty graphics aren't worth it anymore when they crap the bed 75% of the time). This is an indie game that is unique, elaborate and has a very solid vision for what it wants to do. But it is an indie game. And for a small team like this, they made a fun game that runs does something different. Comparing it to Anno 1800 is unfair because it is a small team, has a much broader scope and hasn't been around for over 5 years getting updates from a multi billion dollar company. I know everyone isn't me, but honestly, I was cycling through multiple games I have purchased but didn't play yet, started like 4 of them and just wasn't into it. So I planned to take a break from gaming because I literally couldn't get into it. Then this game dropped today and I played all day and was impassioned. But I like complex games and like to be challenged. No cozy vibes in this one. It will kick you in the balls if you just try to sleep walk through it. If you are easily overwhelmed and want to be a, "filthy casual,"then this game isn't for you unless you want to git gud. Tongue in cheek there by the way. I chuckle at the two warring factions in gaming.

After getting to the tutorial where everything is supposed to blend together, I quickly realized that I should play Anno instead of whatever this is. The city building is decent, but my FPS just got obliterated during the final tutorial mission. Rather concerning considering my city wasn't large at all. The UI looks as cookie cutter as they come, it barely works and tooltips sometimes just don't pop up. It's very quiet for some reason? Why are there barely any sounds? The X4 strategy part of the game feels like a very basic mobile game and feels out of place. I really hoped to be surprised, but in this state, I don't find it worth playing. They basically made an inferior Anno clone (yes, clone, not 'inspired by'). The only thing that kinda works is the basic city building, But it doesn't really feel new or creative to me. I'd call it poor man's Anno, but this game is more expensive.

To be fair, I kinda enjoyed playing it, but what I see is a game, that is worst optimalized than HoI4, and that's something. I mean, c'mon, random crashes on 4080S? That's embarassing. City building mechanics are cool, world building is amazing, battle mechanics are boring as heck. But OMG this optimalization. I've never encounter a game before, that would make my pc sweat like pig in summer in Egypt. 80C on GPU, 78 on CPU (with 360 AiO). I dunno if it's about optimalization, or it's crypto mining on my pc, becouse something feels wrong. It even made my browser to crash xd. So, better wait till next updates, and then come back.

Bought it as soon as I noticed it was released - this was the game that I've been waiting for, the culmination of my Grand Strategy, City Building, number go up, Interbellum starved gaming brain. I didn't regret it, and I do recommend buying this game, but only just. With the tutorial and an early game city under my belt I can safely say that this is a fun game for fans of the genres, and it has a lot of innovative gameplay elements that definitely sets it apart from other games. Information about my empire is readily available in the dashboard, which leads to faster decision making and more time having fun. In fact, I really like that the city building is so flexible that I can lay down buildings with no repercussions about incorrect placement as I can just move them elsewhere when needed. The technical state on release is something I would expect from an EA game, though, not a full release. I have not experienced any game-breaking bugs, barring a CTD that ended my 2-hour play session, but I did experience minor stuttering. The UI, while informative, is a bit harsh on the eyes - there are definitely better colors and fonts. Overall, I still recommend this game in its current state as I believe it has plenty of potential on which the devs can build on. The gameplay loop is already solid with interlocking systems and challenges while not being too punishing of mistakes, at least at the beginning. The UI does need polishing and some QOL can still be implemented, but it does not detract a whole lot from my enjoyment.

As of this moment I would hold off. The problems. Bugs 1. The game is breaking on me, Like visually breaking to the point where it is unplayable. It also stalled and crashed after about 2 hours of a new city start. I did lower the graphics for no reason other than to see what that did, and apperantly it will just break the World map. 2. Also some times when you are trying to use something in the build hotbar, certain buildings underneath it will glitch the UI out where it does not let you click the building or see any information. Its a brand new game though so I can understand this happening. The other problems Gameplay Design. 1. Depots Need to be completely removed, I am tired of this quite frankly boring limitation on city builders. In a small town of roughly 1000 people I have like 30 Depots minimum. I swear this is just dumb. Most Businesses handle their own transportation in real life. Depots are NOT A REAL THING. WHY ARE WE STILL SEEING THEM IN GAMES LIKE THIS. I can understand warehouses, but Depots are just dumb. ---We do have transportation companies BUT they are still 10000000000000000000 times more efficient than video games would have you believe, A single Small-medium distribution center can usually handle a fairly good sized town in the tens of thousand. NOT 30 Freaking Depots, every single building having to be placed right next to a depot no matter freaking what is DUMB. ----Does sim city use Depots? Frik no, because depots are BORING. ----Does the Anno series use Depots? Frik yes it does because that entire series is BORING. ----Does Your local Bakery use depots? Frik no they get stuff delivered DIRECTLY from the flour manufactory. Because Depots are BORING and bread is GREAT. 2. Production rates are a lot underwhelming, I swear if we needed ~10 industrial sized flour mills for a small town of 1000 people in real life We would never have made it out of the stone age. Seriously the building outputs are of impressively bad and limiting on my city building for no reason other than I guess perceived Balance. The resources are too fine tuned that it is more of a chore to balance production with population and building upkeep cost(friken hell 5000 A day for some of these buidlings? damn I need to catch that embezzler). Be way more lenient on your players and it will go well. 3. Needs are a lot more annoying to track than they should be. The UI here could be made better, like pop up underneath the citizen bar when the needs are not being met, or declining instead of increasing. Also When I roll over the citizen type just pop up a hangdown window with their needs and the stats on those. --Whenever I select a building It could show me the entire production rate and consumption rate of EVERYTHING in its line. It does not. It should but it does not. 4. I hate tech systems in games like this. Just give me everything, let me produce what I want to produce, with MAYBE the exception of the Military units. If you want to have a tech system make it about giving the player Improvements to the buildings, not locking us out of them. 5. Building upgrades. This can and should be removed, as there are only 2 upgrades usually worth it. Workforce reduction, Output increase. Occasionally I will go for Radius increase on a Few select buildings. It is just uneccesarily additive. And would be made redundant by just Making the buildings actually produce a reasonable amount of resources. 6. I was expecting buildings to change and grow on a level up system like old Sim city games. This is not the case. Your crappy little hovel will stay a crappy little hovel until I choose to buldoze it for a crappy medium sized (But different Sized so I can not just replace your stupid hovel without changing my entire road system)tenement. This is not necessarilly a bad thing, and I was entirely daydreaming when I thought I would get this, but still was kind of dissapointing. I do think this was a bad design decision personally and it could be hard to change to depending on the engine, everything else though is just numbers in a spreadsheet or UI change. 7. Fire department and police department range is literally just tiny, and they will not respond *Outside* of their radius, A single police department SHOULD be good enough for an entire city of up to atleast 30k. Police can drive more than 2 city blocks guys. What the frik is this garbage. WHY ARE WE LIMITING THESE THINGS? Why are Substations range limited? why are Water towers range limited? That is not how those things work(I mean power does lose efficiency over certain ranges but it is mostly negligible for a city distance). My local small town has ONE water tower and it covers like 10 Mile radius easy. I just think it is more of an annoyance to have to put up a water tower every 500 feet, Sure I could see quantity being an issue but, range? Frik off with that. That is dumb. I have lived in towns of 60k people that had ONE set of water towers total. Like This stuff is wild to me. The good. I got it for ~20$ If Even with all of those Bads I was enjoying it enough to play it until it straight up crashed on me. Neat Premise. Still in development. The Neutral. 1. You get a map of the real world to build off of, I think it would have been better to go with a Unique world or a random world gen, maybe a map editor. 2. Resource nodes dry up. Like sure they do dry up in real life, but that usually takes years if not decades or even centuries for most of them. But BUT they let you set whether or not they are infinite or limited so it is a neutral point. 3.Combat is kind of really lame imo but I only got through the tutorial combat I have not gotten into actual gameplay combat..

i play 3 nation over 40 h gamplay. i like the idea of the game. at the beginning its quite nice to play but up from the midgame it sucks because most of the mechanics of the strategie map do not work. the ai has options for attacking that for the player not exist. but the most missing is that i write the gamesupport at discourt and inform about the problems. but i never get any answer or enything else happend with my bug treat in the forum. NO SUPPORT. it feels like they are not interested in fix the bugs only in collecting money. And that's why i do my thumb down for the game. it plays like a bad betha version, but you buy it like a complete game!!!

This sucks. A boring and unoriginal town builder with a B Grade and generic Risk map game bolted on for a hbalfwits take on "4X strategy". Strategy my steaming rotund backside. And the town building is so basic, apart from ridiculous finite resources, there's just no way to fail. This thing was supposed to be some kind of groundbreaking game that pushed the boundaries of strategy genre. I cannot fathom what coked out bribe laden gaming journo ever described it as such. And the extra special bonus, the tutorial takes more hours than the Steam refund period. Sucked in bro.

An interesting game that certainly has potential, but feels more like an early access release than a full game. Without a solid campaign structure, missions, objectives, or really motivating push for growth; after some hours of city-building I just found myself getting bored and wishing I was playing Anno. I know its a cruel comparison against a AAA publisher, but I really feel like with a solid campaign arc or story; with objectives challenging you to grow in ways, this could have been a lot more engaging. I think a more fair comparison might be the solid game (with a similar theme) 'Kapital: Sparks of Revolution' which while likewise an economic city-builder sit in the aftermath of WW1; instead has small objectives, challenges, and little stories, that keep you motivated and engaged beyond simple 'numbers go up'. Really hope the dev expands on this solid framework and adds more to it; but for now I can't recommend it in its current state.

Caesar Punk: A Complete Failure as a City-Building Sim and Disastrous Design Caesar Punk suffers from significant flaws in many areas, especially in its system design, UI, and resource management. As a city-building simulation, it fails to meet basic expectations and raises doubts about whether the developers truly understand the core aspects of city-building. Below is a summary of the main issues and suggestions for improvement. =================================================================== 1. The Horrible Water and Power System Design In the game, the water and power infrastructure systems are extremely confusing. First, the supply of water and electricity doesn't just require resource management, but also takes the "impact range" into account. This design is unnecessarily redundant. Simply put, the game should provide the resource statistics and management data without restricting water and power to a fixed impact range. Even worse, some buildings require water, while others do not, resulting in inconsistency that heavily impacts player layout and planning. Suggestion for Improvement: The water and power system should be completely simplified, removing the unnecessary impact range, and only providing resource data. This will allow players to focus on reasonable city planning rather than being bogged down by unnecessary complexity. =================================================================== 2. The Lengthy and Complicated Industrial Production Chain The game's industrial production chain is excessively long and cumbersome. While trying to create a complex system, the game loses focus on what truly matters—city-building and management. Players are often caught up in managing an endless production chain, which becomes tedious and unimportant, rather than enjoying the freedom of planning and designing a thriving city. This production chain, with its complexity and redundancy, makes the game feel more like a factory management simulator rather than a city-building experience. Suggestion for Improvement: The industrial chain should be streamlined and simplified. There’s no need for such a complex and tedious system to be at the core of the gameplay. Instead, the focus should be on creating and managing the city, with the production chain supporting that, not overwhelming the player with repetitive tasks. =================================================================== 3. Lack of Historical Feel and Atmosphere One of the biggest flaws in Caesar Punk is its lack of historical feel and atmosphere. The game is set between World War I and World War II, yet there’s no tangible connection to this period. The streets, cities, and general ambiance of the game feel generic, without reflecting the turmoil and cultural shifts of the time. The absence of meaningful sound effects, period-specific decorations, or even basic design elements from the era is glaring. It's as if the game was stripped of its historical context entirely, making it feel completely detached from the era it's supposed to represent. Suggestion for Improvement: The game should integrate historical and cultural elements of the period, such as period-appropriate buildings, designs, sounds, and character models, to create an immersive atmosphere. The setting and cultural mood of the time should be reflected in every aspect of the game, from visual design to ambient sounds, to truly bring the historical context to life. =================================================================== 4. Confusion Between City-Building and Strategy The game includes both city-building elements and a large-scale strategic 4X map. While these two systems are interconnected—requiring cities to build military infrastructure and produce resources to engage in large-scale conflicts on the map—the core issue lies in the fact that the game is overly focused on the production chain and factory management. The addition of 4X strategy feels entirely unnecessary. The game struggles to find a balance between being a city-building sim and a strategy game, which makes it difficult to understand what the focus of the game truly is. Suggestion for Improvement: The developers need to choose whether they want the game to be a city-building sim or a 4X strategy game. If the focus is on city-building and industrial management, the strategic elements should be minimized or completely removed. If they want to focus on 4X and strategy, city-building becomes secondary. The hybrid approach causes confusion and dilutes the focus of the game. =================================================================== 5. A Focus on Factory Construction Over City Planning The game's focus on constructing factories and managing industrial production turns what should be a city-building simulation into an industrial factory simulator. The emphasis shifts away from planning a vibrant city to managing an industrial zone. Players end up spending most of their time thinking about how to optimize production chains, rather than considering how to create a balanced and functional city. This shift in focus undermines the core appeal of a city-building game. Suggestion for Improvement: The game should return to its city-building roots, prioritizing city design, urban planning, and the creation of a diverse, vibrant cityscape. Industrial production should be a supporting aspect, not the primary focus. =================================================================== 6. Inflexible Building Placement and Layout The game enforces a rigid system for building placement, where buildings must face a specific direction to be connected to roads, severely limiting player freedom. This rigid system forces players into awkward, unnatural layouts that feel restrictive. In comparison, other games like Anno 1800 allow buildings to be placed in any orientation as long as they are connected to roads, providing much more flexibility in city design. Caesar Punk’s insistence on fixed building orientations hampers the player's ability to creatively design their city. Suggestion for Improvement: The building placement system should be redesigned to allow more flexibility in orientation. Players should have the freedom to place buildings in any direction as long as they are connected to roads, similar to the approach seen in other city-building games. =================================================================== In conclusion, Caesar Punk is an unfortunate example of a game that attempts to juggle too many concepts and fails to do any of them well. Its misguided focus on industrial production, lack of historical context, rigid design systems, and confusing hybrid gameplay mechanics result in a frustrating experience for anyone looking for a solid city-building simulation. The game needs significant rework and a clearer direction if it wants to have any hope of success as a city-building simulator or a strategy game.

I don't see the reason as to why it wouldn't run at 165 frames per second on my system in the tutorial. The game looks barely better than other city builders I've seen. However, those ran with a GTX 570 ti back then. The performance is too poor and I don't think this is the game that will get me back into city builders.

The game is good - I love the idea and you can see the devs have put a lot of attention into the game. There are flaws with the game and it is still in an early access state, you might run into bugs that break your game - I believe I encountered one or had a soft lock, and restarted - second play through went much better! Overall I'd give it a try if you love the concept of a civ + anno meets each other - but if you are not overly excited for that, wait until the game gets a bit more development, I can see potential! - The game plays like Anno, it could learn a thing or two from Anno, such as showing icons of all the buildings that are in the production line (Anno 1800 - shows the icons of buildings, not just the lines or connections) - sometimes players lose the location of their production lines - The rotation on camera for some reason feels off, I can't seem to use it, doesn't feel as smooth as Anno. - The unlocking of buildings by building more of the same buildings, I love it, but I feel like with stuff like Civic I get stuck, to unlock other parts, as well as utility (later discovered foresty also gives utility - so built a few more lumber lines to get Utility up) - Quite a few that I can't remember coming to my head. Overall the game was fun, I'm 100% going to continue playing it atleast 20 more or so hours, then I'll give them more time to develop the game :) Edit: I've played the game quite a bit more - I've enjoyed it, but found it lacking in some ways. - I love the production lines and the trucks going around, they did really well on them and the trucks that go to the army base from your base. I'd have loved to seen tanks driving around in my military area, even if they are just getting transported or so. - I feel combat is really lacking, I have very little understanding of it, it seems to be about consistently attacking then reinforcing your soldiers with your production lines, but I feel I see "defeat" the whole time - until eventually a Victory as you are trying to choke out other regions resources (Health mostly) overtime. - I wish there was actual real time combat in this game, so that you can actually see the combat, it doesn't need to be perfect, but I'd have loved to be able to zoom in on the map and see the combat occur. I do not want to control the combat, but I am building up all these infantry, planes, tanks and boats and then I never see them shooting at people. Very sad about this one :( - You don't build in the other regions you take over as far as I can tell, this is quite disappointing as well, as I thought I'd be taking over a new region, then have to start building a minor city there going forth. (This might get intensive to manage, but I believe managing the city in this game is quite easy) - There is a lot - I mean a lot of production lines, this can be good or bad depending on who you are. Personally really enjoyed the military production, some of the villager stuff is a bit annoying at points. TL:DR For Civ and Anno player, you might enjoy this, but it still need polish.

It's a pretty cool game, but it needs optimization. Hitting 45 FPS on my 4070Ti 13600K 32GB RAM system while maintaining a 45%-55% GPU and CPU utilization is just wrong. Mind you, this was in the larger tutorial city, the second one, so decently populated but nothing too much. I had also reduced the settings by quite an amount. It just needs work. I cannot recommend this game right now. A pity, it seemed quite interesting. I will revisit Kaiserpunk in the future, both to play and to update my review - should the dramatic changes required take place. : Thank you for your response kind dev, if nothing else it shows that you really care! I really do hope you guys get to fix the issues, since as I said the game itself seemed very interesting and I really want to get to play it.
